Spain Launches the II Circular Economy Action Plan (2026–2030)

The Council of Ministers has approved on 27th January the II Circular Economy Action Plan, which sets out Spain’s roadmap to move towards a more circular, decarbonised and competitive economic model for the period 2026–2030.

The Plan includes 105 measures and an estimated investment of €1,884.89 million, continuing the Spanish Circular Economy Strategy 2030. Its cross-cutting approach involves 12 ministries and strengthens waste prevention, reuse, high-quality recycling and the reintegration of secondary raw materials into the productive cycle.

The actions are structured around five key pillars: production, responsible consumption, waste management, secondary raw materials and efficient water use, with the aim of keeping the value of materials within the economy for as long as possible. In this context, LIFECLOOVER2 takes on particular relevance by being fully aligned with the objectives of the Plan, boosting plastics circularity through the combination of reuse, recycling and recycled plastic content in new packaging solutions (drums, jerrycans and crates), in line with the P&PWR and the Circular Economy Act. The project demonstrates that innovation and regulatory compliance can go hand in hand, transforming waste into resources and keeping the value of materials in the economy for as long as possible.
